At the Port of Cork in 1987, Arthur Tarquin runs the criminal business beneath the harbour. Victor Bran is building a career above it.
Arthur Tarquin controls the Port of Cork through its warehouses, favours, and the men in his debt. Victor Bran works its respectable side through City Hall and the harbour commissioners. Guillermo McMurphy has his father's debt to settle, and the job waiting for him at the quayside.
